I personally would take him out of diapers entirely if you're starting potty training and just go for it. And let him do it however he feels comfortable for awhile and then say things like let's try with out shirt on today and once he's ok with that add the next piece of clothing he can keep on.

I would buy undies and start toilet training if the weather is nice- no pants. I trained my boy at 2y3m. Daytime in a week and nights a week later. He never was able to take off his diaper though coz they were cloth, they had snaps. But yeah I would slowly intro toilet training
