Yea she will wear undies but still will wet herself and won't use toilet she will only sit on it for a few seconds then gets off
My 3.5 year old is the EXACT SAME. We tried literally everything but she 100% refuses under all circumstances. No idea what to do

My HV told me to put a pair of pants on the little one then a nappy over the top as when they go toilet they will feel wet and uncomfortable so will want to use the potty x
My 2 1/2 yr old is still potty training but I've been bribing her will stickers or jellybeans lol it's been working, I tell her if she goes potty on the potty she can get 1 jelly bean, she'll get all excited & say okay! Lol
@Mary yea we have tried that but bribing doesn't work unfortunately even tried bribing her with her favorite treat but nope lol so stubborn 😆
My daughter kept saying no that she didn’t want to go too or would hide from us. We ended up having to do the naked method for 3 days. Got her a bunch of little toys from the dollar store and every time she went in the toilet let her pick a prize. It was a long 3 days but we have been officially potty trained for 4 months now.
