Toucan Play in Eastlake Chula Vista and Le Funland inside the El Cajon mall. Those are my favorite for my almost 2 year old because they are specifically for 5 years and under. My poor son gets trampled on by the bigger kids at Play City and has even sprained his ankle the last time he went.
There are a handful of enclosed parks, toddler friendly. South Park, Kensington, Jackson Dr, McArthur and Renette are the ones I know about.

Not sure your location. There's a nice park off Genesee and executive Dr,? Within the Jewish community center field. It's fully gated and super inclusive for all toddlers+
